Conducting Fire Department Personnel Investigations

Gregg Cleveland has served in the fire service for approximately 40 years in career and combination fire departments and recently retired as fire chief from the La Crosse Fire Department in 2017. Chief Cleveland has a masters degree in public administration, bachelors degree in business administration, and associate degree in fire protection technology. He is also a executive fire officer from the National  Fire Academy, past president of the WSFCA, and is currently vice chairman for the Fire Service Section Executive Board of the National Fire Protection Association. During his tenure as fire chief he has conducted many investigations into employee misconduct.

The name Howard Cross is synonymous with cutting edge professional training and organizational development having delivered keynote addresses, seminars and workshops around the world. For more than twenty-five years Howard has had a proven track record in both the private and public sectors. These include comprehensive change efforts in strategic and succession planning, leadership development, interpersonal dynamics and train-the-trainer endeavors. Dynamic, funny, essential, and unforgettable are just some of the words used when describing his work.

Howard's earlier efforts included major involvement with some very diverse clients including Ben & Jerry's Homemade, the Bureau of Forensic Services, the United States Navy, Anaconda Mining, and GE Aerospace to name a few. 

But with his introduction into the world of fire/emergency services twenty-five years ago, Howard decided to focus exclusively on support to those endeavors. Ever active travelling all around the nation, he can be found working with departments from small to large, from paid and combination to all volunteer, and from urban to wildland. He also teaches the first and fourth year courses of Executive Fire Officer program (EFOP) at the National Fire Academy in Emmitsburg, Maryland. 

Howard is in demand on the national speaking circuit, delivering special event, keynote, and closing addresses of all sizes and types. He is the author of many articles on leadership, team effectiveness and adult training methodology, and is co-author of The Group Games Collection, a book on team building activities.

Getting the Products and Services Your Department Needs Without Your Own RFP

Bill DeMars brings over 35 years of public safety and executive level leadership experience from the clinical, administrative, vendor and procurement perspectives. Bill started his career in Central New York in the Emergency Medical Services (EMS) market as a paramedic. Later in his career he completed a Bachelor’s Degree in International Business focusing on manufacturing & distribution from Cardinal Stritch University. Over the most recent 11 years he successfully led an international consultancy company, Ashmak, LLC., which supported manufacturers and distributors of medical products in the Public Safety space. As a consultant in the industry, Bill successfully helped many manufacturers get their products accepted as the standard of practice and care throughout the world. While working on the distribution side of the market, Bill was instrumental in starting the EMS division of a national distribution company.

Cambria Milling Plant Incident

Cody started out as an EMT Basic in 2003 and became a firefighter in 2004. Over the years he has worked his way up to becoming a Critical Care Paramedic for Divine Savior Healthcare in Portage Wisconsin where he is the EMS Operations Supervisors. Cody has also worked his way up through the ranks with the Cambria Community Fire Department. He was appointed safety officer in 2004, Lieutenant in 2010 and was elected to chief of the department in 2015.

ISO – The PPC Program

Randy has been with ISO for 9 years.  The first 6 years he spent as a field representative in Iowa, working with local communities.  He is now the Midwest Region Manager and covers 10 states in the region.  Randy has been a guest speaker at many fire schools, Chiefs conferences, AWWA conferences, and various utility conferences throughout the Midwest.

Fire Scene and Evidence Preservation

Special Agent Heimerl has been employed by the Wisconsin Department of Justice, Division of Criminal Investigation - Arson Bureau since 2004.  Special Agent Heimerl is a Certified Fire Investigator (CFI) through the International Association of Arson Investigators (IAAI) and previous recipient of the IAAI Investigator of the Year Award.

Special Agent Heimerl attended the University of Wisconsin - Oshkosh and received a BS in a double major of Criminal Justice and Political Science.

Prior to being employed by WI DOJ/DCI, Special Agent Heimerl was employed with the Columbia County Sheriff's Department for 14 years, with 11 of those years as a Detective. While employed with Columbia County, Special Agent Heimerl conducted fire investigations for the Sheriff's Department, and assisted local fire departments with origin and cause investigations.

Special Agent Heimerl has instructed on various fire investigation topics, to include Fire Patterns, Origin & Cause Determination, Fire Scene Preservation, and Initial Origin & Cause for the Company Officer, and has presented this training to numerous local fire service and law enforcement personnel throughout the state.  Special Agent Heimerl and his colleagues provide instruction semi-annually for the IAAI-Wisconsin Chapter's Basic Fire Investigation course.

Special Agent Ince has been employed by the Wisconsin Department of Justice, Division of Criminal Investigation since 2014 and assigned to the Arson Bureau since 2015. Special Agent Ince has attained the certification as a Fire Investigation Technician (FIT) through the International Association of Arson Investigators (IAAI).

Special Agent Ince attended the University of Minnesota - Duluth and received a BS in Criminal Justice.

Prior to being employed by WI DOJ/DCI, Special Agent Ince was employed with the Eau Claire Police Department for 8 years, with 3 of those years as a Detective. While employed with Eau Claire Police Department, Special Agent Ince conducted fire investigations for the Police Department, and assisted local fire departments with origin and cause investigations. In 2017, Special Agent Ince was selected as the DCI handler for K9 Tutty "King Tut", the only ATF Accelerant Detection K9 in Wisconsin. Special Agent Ince attended six weeks of training in Virginia where she was paired with K9 Tutty and received specialized training in the training and deployment of the Accelerant Detection K9.

Special Agent Ince has instructed on various fire investigation topics, to include Legal Aspects of Fire Investigation, Fire Scene Preservation, Evidence Collection, and Initial Response to the Fire Investigation and has presented this training to numerous local fire service and law enforcement personnel throughout the state. The People You Meet As Fire Chief

Fire Chief Tom Jenkins has served as the City of Rogers, Arkansas fire chief since 2009. Prior to his arrival in Arkansas, he served as Deputy Chief for the City of Sand Springs, Oklahoma Fire Department.

He holds a bachelor's degree in fire protection and safety engineering from Oklahoma State University, and a master's degree in public administration from the University of Oklahoma. Chief Jenkins is a 2006 graduate of the Executive Fire Officer Program at the National Fire Academy in Emmitsburg, Maryland and became Arkansas's first Chief Fire Officer Designee from the Commission on Professional Credentialing in 2010.

Chief Jenkins is a regular presenter at national conferences and serves in various capacities on numerous boards and committees, including NFPA 1710. Chief Jenkins serves on the Industrial Advisory Board for Oklahoma State University's Fire Protection and Safety Program and also serves as an adjunct professor for Oklahoma State University and Northwest Arkansas Community College.

He has been an active member of the IAFC's Terrorism and Homeland Security Committee, Company Officer Mentoring Program, and Firefighter Safety Through Advanced Research (FSTAR) Working Group.

Thomas Thibodeau is the Distinguished Profess of Servant Leadership at Viterbo University whee he has taught for the last thirty four years. he is the founder of the master's program i servant leadership at Viterbo, the only master's degree of its kind  in the nation. He is a husband, father, grandfather, teacher, active community member and part owner of a country tavern.

Strategies for a Healthy Retirement, Life-long Functional Fitness and Reduction in Injuries in the Fire Service

Traci Tauferner, LAT, CSCS, PES, SFMA, FMS, FCS, DSI joined Ascension Health Care in May of 2007 following graduation from UW-Oshkosh with her Bachelors of Science in Athletic Training and Strength & Conditioning. She is the founder for Ascension's program, Functional Integrated Training (FIT) which provides companies with a proactive approach to wellness and injury prevention for their employees. She primarily works with tactical clients including law enforcement, paramedics, and firefighters. Traci is the head athletic trainer for Wisconsin Women’s U23 rugby and Mid-State Sisters of Skate roller derby. She is an enthusiastic advocate for several non-profit organizations in the Portage County community as serving others is a passion of hers. She is also a veteran of the Wisconsin Army National Guard.
