Chief Officer Program

The Chief Officer Program is a collaborative initiative between UW Oshkosh and WSFCA designed to provide current and future fire officers with a broad perspective on various facets of fire and emergency services administration.

Participants can start the program at any time. All six courses must be completed, and they are offered throughout the year. Visit for more information or to register online.

Join UW Oshkosh and the WSFCA for the six-course Chief Officer Program

Enrollment is now open for the online Chief Officer Program offered through UW Oshkosh's Division of Online and Continuing Education.

Participants will learn a variety of leadership and management skills related to fire and emergency response professions. Each course consists of class work and reading assignments.

Participants who complete the program will earn certification from the program. The first module begins in August 2018 and the sixth is completed in March 2019:

Course topics include:

  • Course 1: Authentic Communication 
    • August 5 to September 1, 2018
  • Course 2: Writing Effective Communications 
    • September 9 to October 6, 2018
  • Course 3: Leading in the Public Sphere 
    • October 14 to November 10, 2018
  • Course 4: Personnel Management 
    • November 18 to December 22, 2018
  • Course 5: Fiscal Management
    • January 6 to February 2, 2019
  • Course 6: Risk Assessment and Strategic Planning
    • February 10 to March 16, 2019

Participants must have at least three years of experience in an officer position or 10 years of experience in a fire or EMS department. For more information about the application process, program and courses visit

All courses in the Chief Officer Program must be completed before certification is awarded, but courses can be taken in any order, and new participants can start at any point.
